The most likely cause of this issue is the nVidia Network Access Manager. The nVidia Network Access Manager may be installed by the nVidia Forceware motherboard drivers.

Uninstall the nVidia Network Access Manager

Go to the Start button
Select Settings then Control Panel
Open the Add or Remove Programs dialog
Select the nVidia Network Access Manager program and click the Remove button
Reboot your machine to complete the removal of the nVidia Network Access Manager
