Steam Support will not request your Steam account password for any reason, nor will you ever be asked to enter your Steam account password into a website form. This error message suggests either that your video card does not support DirectX 8 or that it does not have Shader Model 1.1 support. Both of these are required to play Episode 2, Portal, and Team Fortress 2. This restriction is not a factor of which version of DirectX you have installed in Windows. It is a direct limitation of your video card's capabilities. Older AGP cards such as the GeForce MX 400 series are a good example of video cards that can not support the Orange Box games, even though they can run Half-Life 2.
