Opposing Force (OP4) CD Keys are not valid for registration on Steam.
The Opposing Force CD Key was included in a retail bundle package along with Half-Life, and required the Half-Life WON CD Key (4-5-4 format) for registration - you must register the Half-Life WON CD Key to access your Opposing Force subscription through Steam.
