The Friends List stores a list of contacts you have authorized to message you over the Steam Friends network.
The Steam Friends network allows you to chat with other players while using Steam or playing a game. Users can add each other as friends by entering a username or e-mail address (no one can contact you over the Friends network until you have accepted his or her request to be added to your Friends list).
