Please follow these instructions to activate a new retail purchase on Steam:

Load the Steam application and go to the My Games tab
At the bottom of the window (just above the News, Friends, Servers, Settings, and Support icons) you should see a button labeled Activate a product on Steam... - please click this link and enter your CD Key code exactly as it appears on the product (including hyphens)
