This issue may occur when you start to install a new game under Steam and then try to join a server before the content for the game has finished downloading. If the game does not display the 100% - Ready status, please right-click on the game's title and select Resume updating if the option is available, then select the Properties option from the menu and specify Always keep this game up to date under the Updates tab.
