The cl_restrict_server_commands CVAR was introduced to allow clients to determine whether or not servers may execute client commands on their machines - the "Disconnect: Kicked by Console: Illegal Alias In Use" error message will appear when a server is denied access to change a CVAR setting on your machine. (cl_restrict_server_commands is Enabled by default)

Using the cl_restrict_server_commands CVAR

cl_restrict_server_commands 0 - Do not restrict any server commands (this will allow you to connect to servers which may change your CVAR settings)
cl_restrict_server_commands 1 - Restrict server commands in Valve multiplayer games
cl_restrict_server_commands 2 - Restrict server commands in all Steam multiplayer games
