Steam allows you to play the game while it is authorizing your credit card.

In the event that your credit card purchase is declined, Steam will remove the games from the "My Games" list. The next time you try to play the game, Steam will ask if you want to attempt the purchase again.

You must make a valid purchase in order to play.
