This error message indicates that Steam is not loading properly and is running in your Task Manager's Processes without launching the user interface. The issue is usually caused by wareout/idemlog/idesk mfc application spyware (which may be ignored by some spyware removal tools). The simplest way to resolve this issue is to download and run Fixwareout.exe or another tool that has been identified to remove wareout/idemlog/idesk mfc application spyware.
