Steam Error: ILocalize::Addfile() failed to load file

All you need to do to fix this problem is to:

1. Change the Steam Language to "Hebrew",
2. Logout and exit,
3. Run Steam and log back in,
4. Let any files download that need to,
5. Change the language back to Spanish (or whatever language)
6. Exit and log out,
7. Run Steam and log back in
8. Let all the missing files download.

If you created temporary files externally, be sure to delete them before you do the above.
