Enabling the Terrain Editor

To enable the terrain editor, you must add EditorEnabled = 1 to your settings.ini file.

You can find a shortcut to the settings.ini file in your Steam installation directory under the \SteamApps\common\sid meier's railroads\ subdirectory.
